Is there an indicator or setting than can draw or highlight rth gaps?

Dont think there is a indicator, but you can use OHLC, Settlement price and Open.

Could drawing a box between the prior settlement and rth open be automated?

Try time Frame indicator but that will be drawn through all the overnight session, and cant be anchored to price just range
